Different Frame rates in video streams

We are capturing 16 SDI video streams using 4-port Bluefish cards x 4 on a very grunty server with only about 37% CPU utilization.
All video sources are configured as H.264 with 380 KBPS and 25 FPS
All audio sources are configured as MP3 - 128 KBPS

The problem is that the Unreal Live Server is streaming some of these video streams at 25 fps but the rest have a varying frame rate from 13 - 20 fps which is causing issues with our recording. The varying fps streams are across all cards so it appears not to be related to a specific card.

Is there anything we can do to keep the frame rate steady at 25 fps?

Unreal Live Server encodes the fps provided by the device; you need to ask your card manufacturer why the card cannot keep steady fps.
For many cards/webcams the fps may drop in bad lighting conditions.
