video quality on lan

I am streaming live video on my lan.Free version, H264, encode set to 2mbs, 640x480. The picture is ok except when high speed motion is displayed.
Horizontal lines of distortion. Would the use of the UM400 encoder eliminate this?

Well, if your machine is powerful enough to do live encoding with Live Server and CPU is not reaching 100% then
your issue is probably interlaced/poor video signal; you can turn on deinterlacing in Live Config program; also, make sure that your capture card / USB device provides stable frame rate.

CPU runs 75-85%. Video quality is much better after changing the setting. Thanks for your help.
