free and licensed are the same.

one client means one viewer (player). But multiple delegate media servers will be able to pull the stream - this limit does not affect them.
You can restrict delegate media servers by ip address. Are you seeing multiple delegate media server connections to the same broadcast?
From the same IP address?

Then they are connecting from multiple machines behind a NAT router (from a LAN) - so you see all of them as coming from the same IP address,
but be sure that these are connections from multiple media servers. There is nothing you can do about it. Maybe you can use IPSEC on your server machine to allow only one TCP connection from this IP address.

Also just tell them to use only one delegate server, and if they need more, let their other media servers connect to that one which connects to you.
In other words, all their delegate servers will connect to their single server which gets a stream from you.

Yes they are meant to do that on their side. Have fixed it with their IT head who did not realize they were doing it. Sorted now. They connect on RTP UDP.
